In 2016, the Federal Government of Nigeria, in collaboration with the World Bank, launched a Flagship Social Intervention Project called Social Safety-nets Project. The National Social Safety-Nets Project (NASSP) has two Project Implementing Units (1) National Social Safety-Nets Coordinating Office (NASSCO) and (2) National Cash Transfer Office (NCTO). The NCTO, supervised by the Federal Ministry of Humanitarian Affairs, and Poverty Alleviation (FMHA&PA), manages the Household Uplifting Programme – Conditional Cash Transfers (HUP-CCT), which supports eligible poor and vulnerable households across Nigeria.
The HUP-CCT provides regular and reliable cash transfers to these households, ensuring accessibility and alignment with program objectives. The main goal is to offer targeted financial assistance to poor and vulnerable households through an expanded national social safety nets system.
The HUP-CCT’s slogan, “Beta Don Come,” signifies that better things have arrived, reflecting its development objectives and specific outcomes.

This programme has truly improved my life and that of my family. I receive 10,000 NGN every two months from the government and the money has been able to help fix some household challenges for me and my family. I was able to purchase a fairly-used milling machine from saving a portion of the 10,000 NGN. The milling machine has helped the family in generating additional income. The programme is a big blessing.
Before I started collecting financial assistance from the Federal Government, my children and I used to struggle to make ends meet. Life was very difficult, things started improving when I started receiving 10,000 NGN from the government every two months. Now I am able to send my children to school, open a small shop in the market where I sell soup ingredients in small quantities. Since this programme commenced, life has become better and going smoothly for me.
I am physical challenged, before the commencement of the programme, I used to beg on the street to enable me feed but with the coming of this programme, life has changed for the better.
I was able to save some part of the allowance to buy a milling machine which I use for commercial purpose. Life has meaning to me now as I can feed myself without begging.
