The below steps are the processes followed for enrolment in every state for the HUP-CCT:
STEP 1: Community Mobilization and Stakeholder Sensitization
This stage begins with requisite capacity building for State and Local Government Staffs aimed at engaging and sensitizing the community leadership and members.
During the community mobilization, the community leaders are engaged with and sensitized on the aims and objectives of the HUP-CCT program. The benefits and expected outcomes are detailed to the leaders. Engaging the community leaders with the information is aimed at getting their acceptance of the program and support for the implementation process by ensuring the buy-in of the community stakeholders.
This activity highlights poverty reduction through human capital development by promoting sustainable livelihoods and building resilience of benefiting households and communities to withstand economic shocks and risks.
Based on eligibility, the beneficiary list as mined from the NSR is disclosed at a location designated by community members for unhindered access for confirmation by the community members who had earlier identified the poor and vulnerable households in the community through a Community Based Targeting (CBT) process for planning purposes.
STEP 2: Beneficiary Orientation
This activity is aimed at giving the beneficiaries basic orientation about the programme which includes background, aims and objectives, their roles and responsibilities and information on Grievance Redress Mechanism as a tool for seeking redress on any dissatisfaction on the programme.
Caregiver and Alternate: The primary caregiver (preferably a woman) is responsible for receiving the benefit (cash and training) on behalf of the households. This function is expected to be performed by the alternate caregiver when the caregiver is not available.
The beneficiaries are also guided on how to select Caregivers and Alternate Caregivers from each beneficiary household without interference from the Cash Transfer Facilitators.
STEP 3: Data Capture and Production of Program Identification Cards
The Beneficiary Orientation session is followed by electronic data capture of information of caregivers and alternate caregivers from the household using an enrolment mobile application which securely fetches poor and vulnerable household’s data from a central data base.
Based on the data gathered, program identity cards are generated and distributed publicly to beneficiaries within participating community by Cash Transfer Facilitators (CTFs) under the supervision of State Cash Transfer Unit staffs. On payment day, the programme identity cards are presented by the beneficiaries for identification in order to access programme benefits.
